it depends,
you can get 2 types of external hard drives. Some are "portable" meaning that they do not need an externel power source and can ran via usb, although they have a lower transfer speed. (but still decent if you get a good brand)

then you have ones that plug into the wall. These are way cheaper but they are adviously a hassle to carry around ect.

My opinion is:
Laptop --> portable external HDD
Desktop --> Normal External HDD

the size, 2.5" hdd are genrally for laptops and make nice externals due to their size however 3.5" ( the standard desktop pc hard drive type) will have the option of larger capacity and are physically bigger. in most cases 2.5" wont need an external powerpack, however 3.5" will.
