X Crew and the Brotherhood, do not have anything specific underpining it. Everything else has either a game based theme or sports based theme. The X Crew has its clincher - DJ's shop! But the BH has similar minded people that uphold certain rules and beliefs.

So in reply to your statement, I think running a gang is hard, when it is not based on anything specific.
