I wouldn't just jump into the 'perfect' conclusion. Every game has its bugs and problems. The key issue I found in this game, also being my first PSP game, was the insanely long load times. You only want to do a crash event which goes for around 5-15 seconds and it can take about 30 seconds to a minute to load it. Painful.
Overall, like every other one of the Burnout titles, the game was very fun and can keep you occupied for a great deal of time, if you can withstand the loading times.
