I find that deleting whilst in safe mode (That way it can't run), or deleting from outside windows (Deleting it from DOS, or by using a live cd, ie bart PE, Knoppix, whatever) seems to work for quite a few viruses...

Running virus scans from safe mode works a lot better too.
