Well, i've never seen it before. But if you have a 3.03OE version PSP. All you have to do to hardboot is hold down the R button while the psp boots up. Then i think a menu is supposed to pop up

hard boot is just holding the power switch up til the power goes off then it fully loads up instead of just going into sleep mode, what your talking about is the custom firmware menu i think! you hafta hold the power switch up til it goes off then hold R and the custom firmware menu will load up!

'Hardboot' is basically master resetting your PSP, homebrew style. For this you will need an OE firmware because DAX has put it on HIS firmwares. SONY hasnt.

To hardboot, Hold the right trigger while turning the PSP on. You will see a blue screen. This is the recovery menu. If your PSP dosent have OE and you happen to brick, its unbrickable unless for a cost.
