Social \ Computer Modem Help!!!

Hey Guys,

My comp has a old modem in it but never been used and i tried to use it.
it has no dial tone,
my comp teacher at skool says i need to take the pulse dialing setting off for it to work

Any ideas of what you think is wrong???
